About this opportunity

The City of Seattle is seeking qualifications for a Senior Mechanical Plans Engineer through its Department of Construction & Inspections (SDCI), with qualifications due November 20, 2026 at 5:00 p.m. and questions due November 13, 2026 at 5:00 p.m. through the City's OpenGov e-procurement portal. The procurement is a Request for Qualifications, and the resulting contract uses the City's mandatory FAS City-wide Standard Roster Consultant Agreement, which the consultant cannot modify. The notice contains no set-aside or preference program. A Woman and Minority Business Enterprise (WMBE) Inclusion Plan is required for contracts valued at $410,000 or more under that agreement.

The consultant will provide plans review for building mechanical and energy systems on new construction and alteration projects, focusing on complex, high-impact work involving emerging mechanical technologies, advanced HVAC design, electrification, and energy-conservation approaches. Duties include serving as a technical resource for internal staff on mechanical and energy code interpretation and alternative compliance pathways, with particular emphasis on energy modeling and Total Building Performance reports. Minimum qualifications require a bachelor's degree in mechanical engineering or a closely related field with significant mechanical engineering coursework, plus five years of professional mechanical engineering experience, including two years of mechanical plans review. The consultant reports to the SDCI Mechanical Plans Engineer Supervisor, works as an independent contractor, and primarily performs duties from their own office or in the field.

Phase 1 evaluates Consultant Experience (60 points) and Proposed Delivery of Service (40 points). Phase 2 includes interviews, if conducted, worth 100 points. Interviews are estimated for December 4 through December 18, 2026. A non-mandatory pre-submittal conference is scheduled for November 12, 2026 at 10:00 a.m. via Microsoft Teams. The City does not guarantee contract utilization and reserves the right to issue multiple or partial awards or solicit supplemental contracts. Before execution, the apparently successful consultant must obtain a Seattle Business License and a Washington State Unified Business Identifier, and provide proof of insurance if required, with all licensing, permit, and tax costs borne by the consultant.
