About this opportunity

Palm Beach County Board of County Commissioners is issuing a Request for Quotation (RFQ) for the purchase of mechanical joint restraining devices on a term contract basis for use by the Palm Beach County Water Utilities Department. The procurement is organized into two lots: Lot #1 covers solid design devices for ductile iron pipe (D.I. Pipe) in sizes ranging from 3 inches to 30 inches with estimated quantities between 10 and 349 units per item, and Lot #2 covers solid design devices for polyvinyl chloride (PVC) pipe in sizes from 4 inches to 12 inches with estimated quantities between 35 and 475 units per item. Approved manufacturers are limited to EBAA Iron, Sigma, Uniflange (Ford), and Star Grip. Quotations must be submitted by November 26, 2018, at 4:00 p.m. Palm Beach County local time, with faxed or emailed responses acceptable. Pricing must remain firm for ninety days from the opening date and for the initial and subsequent contract terms, with all unit prices offered to two decimal points. The successful vendor will be awarded a term contract for twelve months with the option to renew for four additional twelve-month periods, subject to mutual written agreement and appropriation of funds. Delivery is required within thirty calendar days of receipt of a term contract delivery order unless otherwise approved in writing, with F.O.B. point designated as destination.

The County reserves the right to award on a lot-by-lot basis to the lowest responsive and responsible vendor and may reject awards deemed financially disadvantageous or resulting in awards less than $1,000. Palm Beach County has established small business enterprise (SBE) participation provisions, offering potential award preference to certified SBEs within ten percent of the lowest responsive and responsible bid. Additionally, the County provides local preference provisions allowing a five percent discount for vendors with a permanent place of business in Palm Beach County or the Glades. The County will accept no minimum order requirements and reserves the right to increase or decrease quantities as necessary to meet actual requirements. No incumbent vendors, budget values, or award ranges were specified in the solicitation documentation.
