About this opportunity
Palm Beach County Board of County Commissioners, through its Procurement Department, is issuing Invitation for Bid (IFB) #26-038/RR for the purchase and delivery of mechanical joint restraining devices on a term contract basis. The procurement seeks firm, fixed unit pricing for two distinct lots: Lot 1 comprises solid design restraining devices for ductile iron pipe (DIP) ranging from 3 inches to 54 inches in diameter, with estimated quantities of 918 units across twelve size categories; Lot 2 consists of solid ring design devices for polyvinyl chloride (PVC) pipe in sizes from 3 inches to 24 inches, with estimated quantities of 912 units across ten size categories. All items must include accessory packages containing gaskets, bolts, and nuts, with pricing submitted as fixed unit prices inclusive of all shipping, freight, surcharges, and delivery to Palm Beach County locations within a 30-day delivery requirement. The initial contract term is twelve months with four optional twelve-month renewal periods subject to mutual written agreement and annual appropriations. Award will be made on a lot-by-lot basis to the lowest responsive, responsible bidder, with potential designation of primary and secondary vendors for each lot. Sealed bids with one electronic copy on CD or flash drive must be submitted to the Palm Beach County Procurement Department, 50 South Military Trail, Suite 110, West Palm Beach, FL 33415, by June 4, 2026, at 4:00 p.m., with written questions due by May 21, 2026. Successful bidders must provide proof of Commercial General Liability Insurance ($500,000 minimum), Business Auto Liability Insurance ($500,000 minimum), and Workers' Compensation Insurance in accordance with Florida Statute Chapter 440, with the County named as additional insured, and all items must include factory/manufacturer warranty against defects in materials and workmanship.
Small Business Enterprise (SBE) bidders certified through the Palm Beach County Office of Small Business Development receive a ten percent price preference if their bids fall within ten percent of the lowest non-SBE bid, while a five percent local preference is available for bidders with a permanent place of business in Palm Beach County or the Glades. Prime contractors are required to submit Schedules 1, 2, and 2(a) with their bids, clearly designating all subcontractors and subconsultants and identifying whether they are SBE-certified or non-SBE entities, with total SBE participation percentages calculated and displayed. Following contract award, contractors must submit Schedules 3 and 3(a) with each payment request, documenting contracted amounts, approved change orders, revised contract amounts, amounts paid to date, and subcontractor start dates, while Schedule 4 requires documentation of actual payments made with subcontractor signatures and notarization. Vendor codes for subcontractors and subconsultants can be obtained through the Palm Beach County Office of Small Business Development website at https://pbc.gov/pbcvendors, and complaints regarding violations of the Small Business Development Ordinance may be filed through the OSBD website at https://discover.pbc.gov/HED/osbd. The anticipated contract value is $200,000 over the initial twelve-month term, though the County reserves the right to adjust quantities as needed, and the County is exempt from federal and state taxes.
