About this opportunity

Washtenaw County Purchasing Administration is requesting proposals for mechanical insulation services (RFP #8905) on behalf of the Washtenaw County Department of Facilities Management, with sealed electronic proposals due August 24, 2026 at 9:00 a.m. EDT. A tiered local-vendor preference applies: Washtenaw County-based vendors receive a 5% discount on bids between $5,000 and $200,000, and 2% on bids exceeding $200,000; Michigan-based vendors receive 3% on bids between $25,000 and $200,000, and 1% on bids over $200,000.

The scope is as-needed mechanical insulation services for piping, boilers, HVAC systems, ducts, and other mechanical and plumbing equipment across various county government buildings. The contractor must supply all labor, materials, tools, equipment, and supervision. No pre-bid meeting is scheduled.

The initial contract term is three years with an option to renew for an additional two years contingent on mutual agreement. The county reserves the right to award to multiple vendors and to add additional vendors at any time to ensure service availability.

Evaluation is on a 100-point scale: technical evaluation (50 points maximum) covers years of experience in mechanical insulation (20 points), government experience at federal, state, or local levels (10 points), an ongoing support and risk mitigation plan (10 points), and project management experience with detailed team resumes (10 points); price competitiveness comprises the remaining 50 points, evaluated on hourly labor rates for standard, overtime, and double-time work plus subcontractor and material markup percentages.

Contractors must maintain workers' compensation insurance at Michigan statutory limits, general liability with $1 million combined single limit per occurrence, and automobile liability with $1 million combined single limit per accident. The county's Living Wage Ordinance applies: contractors must pay employees either $17.42 per hour with benefits or $19.42 per hour without benefits, with annual adjustments tied to Health and Human Services poverty guidelines.
