About this opportunity
The state of Pennsylvania, specifically involving Fulton County and Mcsherrystown Borough, is issuing a Request for Proposal (RFP) for the Meadow Grounds Dam Rehabilitation Project, a complex general construction initiative. The project involves comprehensive dam modification to meet current safety criteria and design standards, which includes removing the existing concrete spillway structure, constructing a new cast-in-place concrete replacement spillway and stilling basin, slip-lining the existing principal spillway conduit, modifying the control tower, installing a seepage collection system, flattening the downstream slope, and raising the dam crest by approximately 3.6 feet. A mandatory pre-proposal conference is scheduled for Tuesday, September 24, 2019, at 10:30 AM at the McConnellsburg Library, with proposal submissions due on Thursday, October 24, 2019, at 2:00 PM. Proposers must register to view and download plans, create a user profile within e-Builder, and submit proposals to the Department of General Services in Harrisburg, with specific marking requirements for proposal envelopes. All potential bidders must comply with the Public Works Employment Verification Act 127 of 2012 by submitting a Commonwealth Public Works Verification Form prior to contract award.
The contract opportunity does not specify explicit set-aside designations or restrictions on responding organizations, though all proposers must have a current, active vendor number and register to access bid documents. Potential contractors will need to demonstrate compliance with public works employment verification requirements. The estimated project budget range is between $2,000,000 and $5,000,000, with liquidated damages set at $1,000 per day. No bid guaranty is required for this project, and proposers will need to provide evidence of their capability to execute the complex dam rehabilitation work. Delivery methods include mail through USPS or express mail services, with an additional seven calendar days recommended for USPS delivery, or in-person submission by the proposer or an authorized representative with proper identification. Interested parties can view potential bidders and bid results through the provided bidding information link, and must create a user profile for the general construction discipline to access the full bid package.
