About this opportunity
The Michigan Department of Transportation Southwest Region is requesting proposals for janitorial and grounds maintenance services at the Watervliet Rest Area (706) in Berrien County under RFP 260000002409, with proposals due August 25, 2026 at 3:00 PM EST and a mandatory pre-proposal meeting on August 18, 2026 at 10:00 AM EST via Microsoft Teams (limited to two attendees per bidder). Award will be made to the responsive and responsible bidder with the lowest price who achieves a PASS rating on all evaluation criteria.
The scope encompasses comprehensive janitorial services for five restroom facilities (18 toilets and 10 urinals), lobby and entrance maintenance, periodic spot cleaning, and grounds maintenance across approximately 11.92 acres including mowing (approximately 30 cycles annually), edging, mulching, flower bed preparation and planting, and snow and ice removal on sidewalks and plaza areas. The facility serves approximately 800,000 annual visitors. Contract staffing requires 24/7 on-site attendant coverage with a Project/Regional/Area Manager, Field Supervisor, and general employees; a minimum wage of $16.50 per hour applies. All cleaning supplies, equipment, refuse disposal, permits, and licenses are the contractor's responsibility. The contractor must maintain commercial general liability insurance of $1 million per occurrence and $2 million aggregate, automobile liability of $1 million, and workers compensation per state law.
The contract term runs October 31, 2026 through October 30, 2027, with four optional one-year renewal periods at the State's sole discretion. Pricing is firm for the entire contract term with no escalation. Bidders must submit responses to the Vendor Questions Worksheet, Schedule A (Statement of Work), and Schedule C (Location Specification Sheets with pricing), along with a completed Confidential Treatment Form. Written questions are due by 3:00 PM EST on August 19, 2026, with answers posted by August 21. Proposals must be submitted electronically in modifiable native formats through the Michigan SIGMA VSS portal. Contracts valued at $250,000 or more require State Administrative Board approval. The State will evaluate economic impacts including Michigan employment and job creation, and may consider qualified disabled veterans or service-disabled veteran-owned business status under Michigan law.
