About this opportunity
The Michigan Department of Transportation Southwest Region is requesting proposals for janitorial and grounds maintenance services at the Turkeyville Rest Area #722 in Calhoun County under RFP 260000002408, with proposals due August 28, 2026 at 3:00 PM EST. A mandatory pre-proposal meeting was held August 18, 2026 via Microsoft Teams; written questions were due August 19 with answers posted August 21.
The scope encompasses 24/7 janitorial staffing by one on-site rest area attendant, daily restroom cleaning and maintenance across five restrooms serving approximately 800,000 annual visitors, grounds maintenance across 10.16 acres including mowing, edging, seasonal flower bed management, and mulching, and snow and ice removal for facility sidewalks only with one-hour emergency response. Janitorial service hours are 7:00 AM to 7:00 PM May 1–October 31 and 7:00 AM to 5:00 PM November 1–April 30, seven days per week, with expanded coverage on Memorial Day, Independence Day, and Labor Day at no additional compensation. The contractor must provide all cleaning supplies, equipment, materials, and refuse disposal; furnish a minimum 4 horsepower two-stage snow blower and associated winter equipment; and maintain a time clock or approved timekeeping device on-site. Personnel must be paid a minimum wage of $16.50 per hour. Subcontracting is limited to lawn aeration and spring/fall cleanup work only.
The contract term runs one year from October 31, 2026 to October 30, 2027, with four one-year renewal options at MDOT's discretion. Pricing must be firm with no escalation provisions; invoicing occurs monthly via Electronic Funds Transfer with adjustments for deductions or liquidated damages. The contractor bears full liability for property damage from grounds or snow removal operations and must obtain all required permits, licenses, and certifications. Performance penalties include contractual deductions of $250–$500 for emergency-response delays, $50–$100 per hour for unsatisfactory janitorial conditions, and $500 plus $100 per day for late or improper completion.
Award goes to the lowest-priced responsive and responsible bidder meeting four pass/fail evaluation criteria: vendor questionnaire completeness, statement of work acceptability, pricing schedule completion, and wage requirement acknowledgment. All proposals are public records and may be posted following award.
