About this opportunity
The Michigan Department of Transportation Southwest Region is requesting proposals for janitorial and grounds maintenance services at the Marshall Rest Area #702 on I-94 near Marshall, Michigan, with proposals due August 25, 2026 at 3:00 PM EST and a mandatory pre-proposal meeting scheduled for August 18, 2026 at 10:00 AM EST via Microsoft Teams.
The contract encompasses daily restroom cleaning, lobby and grounds maintenance, and seasonal snow and ice removal for a 3,900-square-foot facility serving approximately 725,000 annual visitors. Scope includes cleaning five restrooms with 19 toilets, 10 urinals, and 17 sinks; bi-weekly mowing of six acres; mulching (1,000 square feet annually); annual flower bed preparation and planting; and snow and ice removal from sidewalks and plaza areas. The contractor must staff one rest area attendant onsite 24/7 with two attendants during Memorial Day, Independence Day, and Labor Day weekends. All attendants must be paid a minimum wage of $16.50 per hour. Extended hours run 6:00 AM to 8:00 PM during summer months (May 1–October 31) and 7:00 AM to 5:00 PM during winter (November 1–April 30). The contractor supplies all cleaning products, replenishable items, equipment, and labor; no herbicides may be applied on grounds. Equipment failure does not excuse non-performance.
The contract term runs October 31, 2026 through October 30, 2027, with four one-year renewal options at the State's sole discretion. Pricing is firm with no escalation. The incumbent contractor is SIGMA VSS. Insurance requirements include Commercial General Liability ($1 million each occurrence / $2 million aggregate), Automobile Liability ($1 million per accident), Workers Compensation, and Employers Liability ($500,000 each accident), with the State named as additional insured. All employees and subcontractors must pass criminal background checks and drug testing. Subcontracting is limited to lawn maintenance, lawn aeration, and spring and fall cleanup. Contractual deductions range from $50 to $500 for performance failures, with liquidated damages of $500 plus $100 per day for late completion. Bidder questions are due August 19 at 3:00 PM EST; answers post August 21. Evaluation is pass/fail on four criteria: acceptable vendor question responses, acceptable Statement of Work responses, completion of all Location Specification Sheets, and acknowledgment of attendant wage requirements. Contract award goes to the lowest-price responsive and responsible bidder.
