About this opportunity
The Michigan Department of Transportation Southwest Region is requesting proposals for janitorial and grounds maintenance services at the Galesburg Rest Area #704 in Kalamazoo County under RFP No. 260000002406, with proposals due August 25, 2026, at 3:00 PM EST. A mandatory pre-proposal meeting is scheduled for August 18, 2026, at 10:00 AM EST via Microsoft Teams (two representatives per bidder maximum). Questions are due August 19, 2026, with answers posted by August 21.
The scope encompasses janitorial services for a 3,900 square-foot rest area serving approximately 700,000 annual visitors, including cleaning of five restrooms with 19 toilets, 10 urinals, and 13 sinks; grounds maintenance covering 15.15 acres of mowing and approximately 800 square feet of mulched areas; and snow and ice removal for sidewalks, walkways, and plaza areas. Staffing must provide coverage 7:00 AM to 7:00 PM May 1–October 31 and 7:00 AM to 5:00 PM November 1–April 30, with dual male and female attendants on select holiday weekends. All attendants must earn a minimum wage of $16.50 per hour. The contractor furnishes all cleaning supplies, replenishable items, equipment (rotary floor machines, mowers, snow blowers with minimum four horsepower two-stage capability, pressure washers), and labor. Janitorial services include primary cleaning between 6:00 AM and 8:00 AM with periodic checks every two hours thereafter, graffiti removal, and supply maintenance. Grounds maintenance includes weekly mowing with cycle completion on the same day started, no weekend/holiday mowing without Program Manager approval, annual lawn aeration post–Labor Day, mulch replenishment at minimum four-inch depth, and annual flower bed preparation and planting using contractor-supplied approved species. The contractor is prohibited from herbicide use and assumes all refuse disposal at legal sites with proof-of-disposal documentation.
The contract term is one year beginning October 31, 2026, and ending October 30, 2027, with four one-year renewal options available at the state's sole discretion. The estimated contract value is approximately $250,000 or more. Award will be made to the responsive and responsible bidder with a passing pass/fail evaluation and the lowest price. Evaluation criteria are complete vendor questions responses, complete Schedule A responses, completion of six Location Specification Sheets in Schedule C, and acknowledgment of wage requirements. The contractor must maintain Commercial General Liability ($1 million per occurrence / $2 million aggregate), Automobile Liability ($1 million per accident), and Workers Compensation insurance with the state named as additional insured. All invoices are payable within 45 days via Electronic Funds Transfer; pricing must remain firm for the entire contract length. Proposals must be submitted through Michigan SIGMA VSS in modifiable formats with pricing as a separate file, along with a completed Confidential Treatment Form (required regardless of confidentiality claims). Subcontracting is limited to lawn maintenance, aeration, and spring/fall cleanup.
