About this opportunity
The Michigan Department of Transportation Southwest Region is requesting proposals for janitorial and grounds maintenance services at the Galesburg Rest Area under RFP 260000002406, with proposals due August 25, 2026 at 3:00 PM EST and a mandatory pre-proposal meeting on August 18, 2026 at 10:00 AM EST via Microsoft Teams.
The scope encompasses janitorial services (3,900 square feet of interior space including five restrooms), grounds maintenance (8 acres requiring approximately 30 mowing cycles annually May through October), snow and ice removal from sidewalks and plaza areas, and continuous on-site attendant coverage 24 hours per day, 7 days per week. The contractor must furnish all labor, equipment, materials, and supplies; maintain facility temperature at 68 degrees Fahrenheit; and provide a dedicated Project Manager Supervisor and Field Supervisor. All attendants must be paid a minimum wage of $16.50 per hour. The contractor bears full responsibility for equipment maintenance and theft. Restroom cleaning requires primary service between 6:00 AM and 8:00 AM with two-hour periodic checks thereafter; grounds maintenance includes lawn mowing to three-inch height, edging, mulch installation to four-inch uniform depth, annual flower bed preparation, and lawn aeration. The contractor is prohibited from using herbicides and must remove all equipment from state property if weather prevents single-day cycle completion. Enhanced staffing (multiple attendants including male and female staff) is required during Memorial Day, Independence Day, and Labor Day weekends at no additional compensation.
The contract runs October 31, 2026 through October 30, 2027, with four one-year renewal options at the State's sole discretion. Pricing must be firm for the contract term. The rest area receives approximately 700,000 annual visitors. Evaluation is pass/fail across four criteria: vendor question completion, Schedule A completion, six Location Specification Sheet completion, and acknowledgment of attendant wage requirements. Award goes to the lowest-priced responsive and responsible bidder. Subcontracting is limited to lawn maintenance, lawn aeration, and spring/fall cleanup items only. The contractor must maintain Commercial General Liability insurance of $1,000,000 each occurrence and comply with drug testing (pre-employment, random, for-cause, and post-accident) and criminal background checks. Questions are due August 19, 2026 at 3:00 PM EST; state answers post by August 21. Proposals become public records immediately upon receipt. Mark Morrison (Morrisonm@michigan.gov, 517-275-1834) is the Solicitation Manager and Contract Administrator. A Confidential Treatment Form is mandatory with all proposals regardless of confidentiality requests; failure to submit results in automatic rejection.
