About this opportunity

The Michigan Department of Transportation Southwest Region is requesting proposals for janitorial and grounds maintenance services at the Battle Creek Rest Area (703) under RFP No. 260000002405, with proposals due August 28, 2026 at 3:00 PM EST via the Michigan SIGMA VSS electronic system. A mandatory pre-proposal meeting was held August 18, 2026 at 10:00 AM EST via Microsoft Teams (limited to two attendees per bidder), and written questions were due August 19, 2026 with answers posted August 21.

The scope encompasses daily janitorial services (3,300 square feet, 5 restrooms with 19 toilets, 10 urinals, 13 sinks), weekly and monthly specialized cleaning, seasonal grounds maintenance (5 acres mowing, 1,200 square feet mulching), and snow and ice removal for a rest area on eastbound I-94 at Mile Marker 96 in Calhoun County serving approximately 1.2 million annual visitors. Staffing coverage is required 7:00 AM to 7:00 PM May 1–October 31 and 7:00 AM to 5:00 PM November 1–April 30, with extended hours and gender-diverse staffing on Memorial Day, Independence Day, and Labor Day weekends. The contractor must provide all cleaning supplies, equipment (including rotary floor machines and minimum 4-horsepower snow blower), and refuse disposal; MDOT retains responsibility for major repairs, HVAC, landscaping installation, and utilities. The contractor must maintain workers' compensation insurance and Commercial General Liability and Automobile Liability coverage each at $1,000,000 minimum, with the State named as additional insured; proof of insurance is due within 10 days of execution. All employees are subject to pre-employment drug testing, background checks including fingerprinting, and national criminal checks.

The contract term is one year beginning October 31, 2026, through October 30, 2027, with one four-year renewal option at MDOT's sole discretion. Pricing is submitted monthly for basic services and per-service for periodic work; all costs include holiday and weekend coverage with no additional compensation. The State will award to the responsive and responsible bidder with the lowest price meeting all evaluation criteria. Undisputed invoices are payable within 45 days via Electronic Funds Transfer. The contract administrator is Mark Morrison at 517-275-1834 or MorrisonM@michigan.gov.
