About this opportunity
The Michigan Department of Transportation Southwest Region is requesting proposals for janitorial and grounds maintenance services at the Battle Creek Rest Area (#703) on eastbound I-94 in Calhoun County under RFP No. 260000002405, with proposals due August 25, 2026 at 3:00 PM EST and a mandatory pre-proposal meeting on August 18, 2026 at 10:00 AM EST via Microsoft Teams.
The scope encompasses daily janitorial services (7:00 AM to 7:00 PM May 1–October 31; 7:00 AM to 5:00 PM November 1–April 30) at a 3,300-square-foot rest area with five restrooms, 19 toilets, 10 urinals, and 13 sinks; grounds maintenance including approximately 30 mowing cycles annually, edging, mulching, annual flower bed preparation with approved plants, spring and fall cleanup, and lawn aeration; and snow and ice removal services with one-hour emergency response times. The contractor must furnish all cleaning supplies, replenishable items, and equipment, including a minimum four-horsepower two-stage snow blower. An onsite attendant is required 24 hours daily, 7 days per week, including holidays, at a minimum wage of $16.50 per hour. All cleaning supplies and materials must comply with an MDOT-approved contractor-supplied materials list. Minor maintenance (unclogging toilets, tightening hardware) falls to the contractor; MDOT retains responsibility for major building repairs and HVAC systems.
The contract term is one year commencing October 31, 2026, with one four-year renewal option available at the State's sole discretion. Pricing is firm for the entire contract term with no escalation provisions. The contractor must obtain Commercial General Liability ($1 million per occurrence), Automobile Liability ($1 million per accident), and Workers Compensation coverage, with the State named as additional insured.
Award goes to the lowest-priced responsive and responsible bidder evaluated on a pass/fail basis for completeness and acceptability of vendor question responses, Schedule A responses, Schedule C pricing documentation, and acknowledgment of attendant wage requirements. Questions are due August 19, 2026 at 3:00 PM EST with answers posted by August 21. Mark Morrison (517-275-1834 or Morrisonm@michigan.gov) is the Solicitation Manager.
