About this opportunity
The Maine Department of Transportation is soliciting bids on new, used, or refurbished 8-foot by 28-foot two-room office trailers under a master agreement with an initial 12-month term and option to renew for two additional one-year periods, with proposals due June 20, 2014. Bidders may quote new units, used/refurbished units, or both; the State anticipates purchasing approximately two units in the first year, contingent on funding availability.
All bids must be submitted electronically through the State of Maine Vendor Self Service (VSS) system and must include pricing, delivery timeframe, detailed specification sheets confirming compliance with technical requirements, and a separate document noting any exceptions to specifications. The State reserves the right to make multiple awards and to conduct factory inspections during construction or convene a pre-manufacturing meeting at no additional cost to the bidder. All prices must remain firm for the contract period.
Trailers must meet or exceed all applicable OSHA, Federal, and State codes. The new-trailer specification requires comprehensive requirements across transport dimensions, structural components, electrical and lighting systems, tires and wheels, paint and corrosion protection, and warranty terms. The used/refurbished specification mandates that all replacement parts be new and of manufacturer's best quality, with no used, reconditioned, or obsolete components acceptable; successful bidders must provide complete build sheets, warranty documentation, and a detailed list of all replaced or refurbished parts and known deficiencies. Both new and used units must be fully inspected, serviced, and ready for operation upon delivery, with pre-inspection by MDOT employees or designees required before acceptance.
Evaluation will be on a "Best Value" basis considering price, warranty terms, manufacturer performance data, delivery schedule, parts availability, and other factors deemed appropriate by the agency. In case of tied bids, preference is given to in-state bidders or those offering Maine-manufactured goods. Bidders must address their willingness to extend quoted prices to Maine political subdivisions and school districts. Orders of $5,000 or less will be emailed directly to vendors; larger orders require Division of Purchases approval and will be issued through Delivery Orders in AdvantageME. The State reserves the right to terminate the contract at any time for any reason with written notice, or with thirty days' written notice at the Director's discretion.
