The scope covers new, unrefurbished Optec 1000 vision screening machines with Michigan Test Slide for use across Secretary of State branch offices throughout Michigan. The contractor must provide a two-year limited manufacturer warranty passing through to the State, maintain a toll-free technical support line available 8:00 a.m. to 5:00 p.m. EST Monday through Friday, resolve technical support calls within one hour or schedule on-site service within five business days, and appoint a dedicated contractor representative for State accounts.
The contract is effective September 7, 2026, with a three-year initial term and renewal options for up to three additional one-year periods at the State's discretion. Pricing must remain firm for the entire contract length; adjustments are permitted only for documented changes in actual contractor costs supported by written evidence such as Consumer Price Index data or manufacturer letters. Bidders must submit per-unit pricing through the SIGMA system (www.michigan.gov/SIGMAVSS) or directly to Joseph Hill (517-241-1513, hillj56@michigan.gov).
Technical evaluation weights Vendor Question Worksheet (10 points), Schedule A Sections 1–4 (30 points), Schedule A Sections 5–15 (30 points), and Schedule A Sections 16–36 (30 points). Proposals must achieve a minimum of 80 points to qualify for pricing evaluation and award consideration.
