About this opportunity

The Michigan Department of State is requesting proposals for Optec 1000 DMV Vision Screeners with Michigan Test Slide for branch offices throughout Michigan under RFP No. 260000002455, with proposals due August 19, 2026 at 3:00 p.m. EST. Bidders must purchase machines from an authorized distributor only — a sole-source equipment requirement that filters eligible respondents.

The screeners are used to conduct vision tests required under Michigan law (PA 300 of 1949, MCL Section 257.314) for driver's license applicants and existing drivers undergoing re-examination. The machines must be new, non-refurbished units with lightweight design under 10 pounds, 3,000-hour bulb lifetime, sealed testing slides, and 120 or 220 VAC electrical configuration. The contractor must provide a two-year limited manufacturer warranty passing through to the State, establish recall procedures at contractor expense, implement quality assurance programs, and offer technical support with one-hour call resolution or on-site service within five business days. Training, maintenance documentation, and reporting capabilities are required; all costs must be detailed separately in the pricing schedule.

The contract runs three years from September 7, 2026 through September 6, 2029, with an option to renew for up to three additional one-year periods at the State's sole discretion. Pricing must remain firm for the entire contract length, with adjustments permitted only for documented changes in actual contractor costs subject to mutual negotiation. Delivery is expected within 45 calendar days of order placement at the Sunset Warehouse in Lansing, Michigan, between 8:00 a.m. and 3:00 p.m., Monday through Friday.

The contractor must appoint a dedicated representative available Monday through Friday, 8:00 a.m. to 5:00 p.m. EST, and attend a kickoff meeting within 10 business days of contract execution. Proposals are evaluated on technical merit (100 points total), with only proposals achieving 80 or more points eligible for price evaluation and award consideration based on best value. Written questions are due August 10, 2026; answers will be posted August 12, 2026.
