About this opportunity
The State of Maine Department of Administrative and Financial Services, Bureau of General Services, Division of Purchases, acting on behalf of the Department of Corrections, is requesting quotations for a fuel metering system to be installed at three correctional facilities (Maine Correctional Center in Windham, Maine State Prison in Warren, and Mountain View Correctional Facility in Charleston), with quotations due November 29, 2016. Maine-based service providers receive preference.
The system must include networkable pumping stations, key control capabilities, WEX card functionality, networkable software with ad hoc reporting and Excel export functionality, and service call response capabilities. Bidders must submit comprehensive cost responses itemizing all components: pumps, fittings, keys, labor, materials, hardware, software, installation, and training. Detailed specifications must address pump capabilities, network connectivity, software functionality, installation requirements, reporting features, point-of-access systems, training frequency, support and maintenance terms, and references from Northeast customers. Bidders may submit multiple quotations offering alternative items or pricing.
The initial contract period runs from December 15, 2016, through June 30, 2018, with two optional one-year renewal periods extending through June 30, 2020. Quotations must remain valid for 180 days from bid opening.
The State will evaluate quotations on a best-value basis considering conformity with specifications, delivery dates, and pricing, with award based on lowest price among compliant bids. Submissions are made through the State of Maine's AdvantageME Vendor Self Service electronic procurement system. The State is exempt from federal, state, and local taxes and requests quotations excluding these taxes. Payment is anticipated on net 30 terms upon receipt of acceptable invoices.
