About this opportunity

The Michigan Department of Technology, Management & Budget, procuring on behalf of the Michigan Department of Health and Human Services, is requesting bids for printing services to produce the Newborn Screening Program brochure (NBS PUB 1244), with bids due August 18, 2026. Only prequalified vendors registered with the State of Michigan Print & Mail Management program are eligible to participate.

The scope calls for production of 80,000 tri-fold brochures with finished dimensions of 3.66 by 8.5 inches, printed 4-color ink on both sides on 60# offset text cover stock, tri-folded from 8.5 by 11 inches, and shrink-wrapped in quantities of 50 units per package. Completed materials must be ready within 15–20 business days upon proof approval. Vendors must submit an electronic PDF proof with their bid and attach a detailed cost estimate; bids without a cost estimate will not be considered.

Materials must be shipped F.O.B. Destination prepaid to the General Services Building dock at 7461 Crowner Drive, Lansing, Michigan. Cartons must be clearly labeled with commodity numbers, descriptions, purchase order numbers, and package quantities. No underruns are acceptable; overruns are at vendor expense.

Awards will be made based on best price and value to the state rather on lowest bid alone. Past quality concerns or inability to meet requirements may disqualify even the lowest bidder. Payment of undisputed invoices is due within 45 calendar days of the later of invoice receipt or final deliverable acceptance through Electronic Funds Transfer via the Michigan SIGMA VSS system. The state is exempt from federal excise tax and state and local sales taxes; vendors must not include such taxes in invoices. Vendors must comply with prevailing wage requirements if applicable under the Michigan Prevailing Wage Act and with all applicable federal, state, and local laws.
