About this opportunity

Michigan Department of Technology, Management & Budget is requesting bids for saddle stitch booklets for the Michigan Department of Health and Human Services, with bids due October 26, 2026. Only prequalified vendors will be considered — pre-qualification requires registration with the State of Michigan and takes approximately one week (contact Andrew Hale at 517-636-0092 or halea3@michigan.gov). Bids must be submitted online.

The scope covers production and distribution of 245,000 multilingual booklets: 200,000 English, 30,000 Spanish, and 15,000 Arabic. Each booklet is 16 pages (4-page cover plus 12-page text), finished size 8.5 × 11 inches, full color (4/4) on 50# offset stock, saddle stitched, and shrink wrapped in packs of 150. Vendors must obtain digital and hardcopy proof approvals before production begins. Delivery and distribution to approximately 105 locations throughout Michigan must be completed by December 15, 2026, with delivery occurring within 15–20 business days after proof approval. Vendors direct shipment using DTMB's FedEx account; remaining inventory ships to Bradley M. Schumann at the General Services Building in Dimondale. All costs, including freight, must be quoted F.O.B. Destination prepaid.

Shipments to the Lansing dock (7461 Crowner Drive) must comply with strict pallet specifications: single-face hardwood pallets, maximum 48" × 48" × 5'6", gross weight not to exceed 4,000 pounds. Dock access is Monday–Friday, 8:00 a.m.–3:30 p.m., excluding standard holidays. Pricing must reflect no underruns; overruns are at the vendor's expense.

Awards are based on best price and value to the state; lowest price does not guarantee selection if quality or performance concerns exist. Vendors must submit detailed cost estimates, samples, and electronic PDF proofs. Electronic materials become the property of the State of Michigan upon delivery. Invoicing is submitted via email to DTMB-PrintingServices@michigan.gov and entered into the VSS system.
