About this opportunity

Ada County Highway District (ACHD) is requesting sealed bids for a traffic signal installation and roadway improvements project at the intersection of McMillan Road and McDermott Road in Meridian, Idaho, with bids due September 2, 2026 by 3:00 p.m. through ACHD's eProcurement portal.

Bidders must hold a current Type 1, 2, or 4 Public Works Contractor License from the State of Idaho and comply with the 95 percent Idaho resident employment requirement for public works projects exceeding 50 persons. Bid security equal to 10 percent of the total proposal amount is required, either as certified check, cashier's check, or bid bond from an Idaho-authorized surety. Performance and Labor/Material Payment Bonds equal to the full contract price are mandatory, along with Workers' Compensation (statutory), Employer's Liability ($1 million), Commercial General Liability ($2 million), and Automobile coverage ($2 million). This is a rebid opportunity.

The scope includes asphalt pavement widening on McMillan Road, installation of four temporary and three permanent pedestrian ramps with detectable warning domes, concrete sidewalk and curb-and-gutter construction, pavement striping and thermoplastic markings, aggregate base installation, and plant mix pavement (approximately 327 tons pavement, 730 tons aggregate base). Traffic control services total 1,080 labor hours. Interconnect conduit installation spans 530 linear feet. ACHD Traffic Operations will independently install the traffic signal and perform all electrical work; the contractor is responsible for boring work only. The contractor must coordinate with Canal Ada and the City of Meridian regarding a concurrent sewer project and call Digline at 811 or the ACHD Utility Supervisor before excavation.

Work must commence within five calendar days of Notice to Proceed (anticipated September 28, 2026) with substantial completion by November 18, 2026. Liquidated damages are $1,000 per calendar day for completion delays. All work must conform to the 2017 Idaho Standards for Public Works Construction and current ADA/PROWAG requirements. An Erosion and Sediment Control Plan must be submitted prior to the Temporary Highway Use Permit, with construction disturbing approximately 1,310 square yards and scheduled September 7 through October 28, 2026. Questions are due August 28, 2026 by 12:00 p.m. The project is not federally funded; expected contract bonding requirement is $310,000.
