About this opportunity

McIntosh County is soliciting Request for Proposals (RFP) from engineering firms licensed in Georgia to provide comprehensive Community Development Block Grant (CDBG) program implementation services. The procurement seeks firms with demonstrated experience in assisting local governments with CDBG projects, specifically targeting preliminary design and potential implementation of infrastructure improvements including street, drainage, water, and sewer systems. Evaluation criteria will encompass firm history, resources, grant experience, key personnel qualifications, current workload, proposed service scope, project references, and fee structures. Firms must submit detailed Statements of Qualifications addressing ten specific areas, including CDBG/EIP/RDF experience, personnel credentials, and insurance documentation. The proposal submission deadline is February 10, 2025, with a draft Preliminary Engineering Report (PER) required no later than February 24, 2025 to comply with Tribal Consultation requirements. Responding firms must demonstrate technical qualifications and provide comprehensive documentation of their capabilities, including experience with similar municipal infrastructure projects.

The procurement encourages Section 3 Business Concerns to apply, suggesting potential set-aside or preferential considerations for disadvantaged or minority-owned businesses. Firms must provide a separate cost listing for NPDES monitoring and carry Errors and Omissions Insurance as part of their proposal. While specific project funding amounts are not explicitly stated, the procurement is structured through the FY2025 CDBG program, indicating potential infrastructure investment. The solicitation requires detailed fee disclosures, including percentages associated with Preliminary Engineering Report preparation and potential Design and Construction Management Services. Respondents must also submit a Section 3 Certification Form if claiming Section 3 status, which provides opportunities for low-income residents and businesses in connection with federally-funded projects. The comprehensive nature of the RFP suggests a potentially significant municipal infrastructure improvement initiative, though precise budget parameters are not defined in the available documentation.
