About this opportunity

McIntosh County, Georgia, is seeking qualified engineering firms to provide comprehensive services for a potential FY2025 Community Development Block Grant (CDBG) project. The Request for Proposals (RFP) targets engineering firms licensed in Georgia with demonstrated experience in assisting local governments with CDBG program implementation. The primary scope involves preliminary design services and potential full project implementation focusing on infrastructure improvements including streets, drainage, water, and sewer systems. Firms must submit detailed Statements of Qualifications addressing ten specific criteria, including firm history, CDBG experience, key personnel qualifications, current workload, proposed service scope, project references, fee structures, and NPDES monitoring costs. The proposal must include Errors and Omissions Insurance documentation and potentially a Section 3 Certification Form. Key deadlines include a proposal submission date of January 7, 2025, with a draft Preliminary Engineering Report (PER) required no later than February 15, 2025 to meet Tribal Consultation requirements. Evaluation will be comprehensive, examining firms' technical qualifications, previous grant program experience, and ability to successfully complete municipal infrastructure projects.

The procurement appears open to various engineering firms, with an emphasis on encouraging Section 3 Business Concerns as defined by HUD regulations. While no specific set-aside designations are explicitly stated, the RFP suggests a preference for firms with proven track records in municipal grant-funded infrastructure projects. The project is funded through the Community Development Block Grant program, which typically implies potential involvement of small, minority-owned, women-owned, and disadvantaged business enterprises. No incumbent vendor information is provided in the documentation. The exact project budget is not specified, but the comprehensive nature of the potential infrastructure improvements suggests a significant municipal investment. Interested firms can obtain additional information through the McIntosh County website or by contacting Ms. Amy Hitt, Finance Director, at (912) 437-6671. The procurement process requires detailed documentation of technical capabilities, past performance, and a clear understanding of CDBG program requirements and federal compliance standards.
