About this opportunity

The Town of Davidson, located in Mecklenburg County, North Carolina, is seeking design-build teams to execute a solar infrastructure project at McEver Baseball Fields through a design-build procurement method. The project involves designing and installing rooftop solar with battery storage at the baseball field concession stand and upgrading Field 3's lighting to solar-powered field lighting, which includes four light poles. Respondents must be licensed in North Carolina and capable of completing a comprehensive project involving design, planning, construction documents, materials, equipment, permitting, interconnection, installation, commissioning, inspection, and remote monitoring systems. The solicitation requires proposals to be submitted by November 17, 2025, with an optional site visit scheduled for October 13, 2025. Evaluation criteria will assess the project team's experience (25%), rooftop solar and battery storage expertise (20%), athletic solar field lighting experience (20%), proposed approach and timeline (10%), design cost (15%), and Minority and Women Owned Business Enterprise (MWSBE) participation (10%). The Town anticipates conducting interviews with up to three teams at Town Hall and plans to award the contract on November 24, 2025.

The project is funded through a North Carolina Department of Environmental Quality (NCDEQ) Energy Efficiency and Conservation Block Grant (EECBG), with a total project budget of $400,000. Respondents and subcontractors must comply with specific subgrant documentation requirements, including Davis Bacon Requirements, Buy American Requirements, and 2 CFR 200.323 Procurement of recovered materials. The photovoltaic system must be less than 60 kW and require no tree removal, while battery storage must be sized under 1,000 kWh with no new ground disturbance. The solicitation encourages MWSBE participation, allocating 10% of evaluation points to this criterion. Potential respondents should note that the total grant is $500,000, with a portion allocated to a separate LED lighting upgrade project on two additional baseball fields. The selected design-build team will be required to obtain a performance bond for 100 percent of the contract price, ensuring project completion and financial protection for the Town of Davidson.
