Sealed bids will be received until 2:00 pm local time on Thursday, April 9, 2026, at City Hall, 303 W. Bids must be submitted on either a lump sum or unit price basis as specified in the Bid Form, and a single prime contractor will be awarded the contract. Bidding documents are available for purchase through Duncan Parnell at https://bidroom.duncan-parnell.com at prices listed on their website, and prospective bidders must obtain documents directly from the Issuing Office to be recognized as official plan holders. Bid security must be furnished in accordance with the Instructions to Bidders, and neither the Owner nor Engineer will accept responsibility for Bidding Documents, including any Addenda, obtained from sources other than Duncan Parnell.

The City of Laurinburg is an Equal Opportunity Employer that actively encourages submissions from minority-owned and women-owned businesses. The City reserves the right to reject any or all bid proposals received. No specific incumbent vendors, current contractors, or existing infrastructure integration requirements are identified in the procurement documents. The advertisement does not specify an estimated project budget or award value range, though the scope of work involving approximately 3,260 feet of 12-inch water line installation suggests a substantial municipal infrastructure investment. Interested bidders should contact Duncan Parnell directly for bidding document pricing and availability prior to the April 9, 2026, submission deadline.
