About this opportunity
The State of Maine Department of Administrative and Financial Services, Division of Procurement Services, is requesting quotations for 15 ballistic helmets for the Department of Corrections Special Operations Group under RFQ #03A 231017*96, with quotations due October 31, 2023 at 4:00 p.m. Eastern Standard Time.
All helmets must be certified to NIJ 0101.06 Level IIIA ballistic-testing standards — the controlling specification. Required features include adjustable strapping for fit across multiple users, integrated interior shock absorption, ergonomic design for prolonged wear, and compatibility with common communication devices. Helmets must be available in multiple sizes (Small, Medium, Large, and others) and black color.
Bidders must submit detailed product descriptions, technical data sheets or brochures, proof of NIJ 0101.06 Level IIIA certification, sizing charts, comprehensive pricing on a unit-cost basis, delivery timelines, and warranty or guarantee details. Equivalent items may be proposed with supporting documentation proving equivalency, subject to State acceptance. Bulk purchase discounts are permitted if submitted on a separate pricing sheet. The State is exempt from federal, state, and local taxes; quotations must exclude these.
Award will be made on a "best value" basis considering product quality, specification conformity, delivery dates, and price. Once goods are deemed conforming to specifications, the lowest-priced bidder among conforming submissions will be selected, unless the lowest bidder has documented poor performance or a terminated contract within five years preceding the RFQ. Quotations must remain valid and binding for 180 days from bid opening. Successful bidders must complete debarment and non-collusion certifications and execute a contract using State of Maine standard terms and conditions, with payment anticipated net 30 upon receipt of accurate invoices. Submissions are made through the State of Maine's Advantage Vendor Self Service electronic procurement system.
