About this opportunity
The Department of Consumer Affairs, Medical Board of California, is soliciting bids under IFB MBC-26-01 for transcription services, with bids due November 4, 2026 at 3:00 p.m. A five percent small business preference is available to certified small businesses, and to non-small businesses committing to subcontract at least 25 percent of the net bid price to certified small businesses.
The scope covers verbatim transcription of medical interviews, expert dictated reports, and Medical Board minutes containing technical and medical terminology. The contractor must provide a toll-free dial-in dictation system available 24/7/365, receive digital recordings by CD or dictation line, and deliver transcripts in MBC-specified formats through secure electronic transmission. Draft transcripts are due within seven business days and final transcripts within three business days of request, and missed deadlines can lead to termination after 30 days' notice. Bidders must be registered with the California Secretary of State and licensed to do business in California, with at least two years of similar transcription experience and three references, one of which must come from a state or local government entity. Commercial general liability insurance of $1 million per occurrence and $2 million aggregate is required, naming the State of California as additional insured. Cost sheets, certification forms, references, payee data records, and state compliance certifications, including Darfur Contracting Act and contractor certification clauses, must accompany bids to be considered responsive.
The contract term runs January 1, 2027 through December 31, 2029. Transcription requests may be submitted from MBC offices in Sacramento, Cerritos, and San Dimas, California. Award goes to the responsive, responsible bidder with the lowest average grand total on the required cost sheet.
The written question deadline of October 26, 2026 has passed, and responses were issued October 28, 2026. A public bid opening follows on November 5, 2026 at 10:00 a.m. Bids may be submitted electronically or by sealed envelope to Michelle Gutierrez at the Department of Consumer Affairs Business Services Office.
