About this opportunity

The Commonwealth of Kentucky Department of Education, on behalf of the Kentucky School for the Deaf, issued Request for Quotation (RFQ) 540 2000000042 for the procurement of a Maverick 60 CNC machining center with specifications of 36X60 inch flat capacity and 10X60 spindle capacity or approved equivalent. The solicitation was posted on October 15, 2019, with a response deadline of November 8, 2019, at 2:30 PM EST, and a required delivery date of December 13, 2019, to the Kentucky School for the Deaf in Danville, Kentucky. The equipment must include a frame with smart tool attachment, Maverick Floor Stand, MiniX computer, Mach3 Motion Control Software, software installation and calibration, CCAM Software, Joinery System, and factory training. A mandatory site visit was scheduled for November 1, 2019, at 2:00 PM EST to view legacy equipment available for trade-in, specifically a Legacy Woodworking Arty 36 CNC router. Award will be made to the lowest evaluated responsive and responsible bidder on a best value basis using the following scoring allocation: Cost (80 points), Delivery (5 points), Warranty (5 points), and Trade-in Value of Legacy CNC Router (10 points). Vendors must provide a minimum three-year parts and labor warranty on equipment and a minimum five-year warranty on compressors, with pricing to include all materials, delivery, installation, and hauling away of packaging materials. A one percent daily penalty will be assessed for each day delivery extends beyond the contracted due date.

Kentucky resident bidders are eligible to receive reciprocal preference consideration, and qualified bidders including Kentucky Correctional Industries, Kentucky Industries for the Blind, and certain nonprofit agencies may receive preferences equal to 20 or 15 percent of maximum points awarded. The solicitation does not identify an incumbent vendor or current contractor; however, the agency specified that proposals must be submitted in hard copy form, with electronic or facsimile submissions not acceptable. Vendor proposals remain valid for 60 days from submission, and the Commonwealth will not be subject to Kentucky sales and use taxes. Payment will be made within 30 working days of receipt of an approved invoice in accordance with Kentucky Revised Statutes. No specific budget range or award value was disclosed in the solicitation documents.
