About this opportunity

The Commonwealth of Kentucky Finance and Administration Cabinet, Office of Procurement Services, issued Request for Bid (RFB) 758 2000000454 on behalf of all state agencies, with Kentucky State Parks serving as the primary anticipated user. This procurement seeks bids for mattresses and bed bases comprising eight line items: 501 queen mattresses (60" x 80" x 12"), 501 queen box springs (60" x 80" x 7-1/2"), 133 six-inch queen bed bases, 286 ten-inch queen bed bases, 40 king mattresses (76" x 80" x 12"), 40 king box springs (76" x 80" x 7-1/2"), 13 six-inch king bed bases, and 18 ten-inch king bed bases. Specifications reference Serta Suite Dreams mattresses and box springs and Leggett & Platt bed bases as baseline requirements, with approved equal products acceptable. Vendors must bid all line items; failure to do so renders the bid non-responsive. The RFB was released February 13, 2020, with written questions due by February 19, 2020, Commonwealth responses to questions due February 21, 2020, and bids closing February 28, 2020, at 1:30 PM. Award will be made on a best value basis using a ranking approach with 90 points allocated to price (lowest bidder receives maximum points), 5 points for delivery time measured in working days, and 5 points for warranty period (longest warranty receives maximum points). The resulting contract shall be for an initial one-year period from the date of award, with four optional one-year renewal periods subject to written approval by all parties and potential renegotiation of terms. Delivery and setup must be coordinated with facility managers, with work performed Monday through Thursday unless exceptions are granted, and facility managers are responsible for removal of existing items and setting mattresses in place. Pricing shall be quoted on an F.O.B. Destination Freight Prepaid and Allowed basis, with the vendor responsible for all freight and shipping charges.

Kentucky resident bidders are eligible for reciprocal preference, and qualified bidders including Kentucky Correctional Industries, Kentucky Industries for the Blind, and qualified nonprofit agencies for individuals with severe disabilities receive preference equal to 20 percent, 15 percent, and 15 percent of maximum points respectively. Sealed bids must be submitted in hard copy to the Bid Clerk at the Capitol Annex in Frankfort; fax and electronic bids are not acceptable. Vendors must submit a signed face of solicitation, completed bid information, Revenue Form 10A100, Kentucky Tax Registration Application, Certificate of Authority for foreign entities, required affidavits, and EEO forms if applicable. Price increases are prohibited during the first twelve months and thereafter require written justification based on industry-wide changes; price decreases must be reflected immediately. No Federal Excise Tax or Kentucky Sales and Use Tax should be included in quoted prices. The Commonwealth reserves the right to cancel the RFB if responses exceed available funding and may cancel the resulting contract with thirty days' notice. No specific budget range or award value is stated in the solicitation documents.
