About this opportunity

Los Angeles County Department of Public Works is requesting sealed bids for the demolition of the Augustus F. Hawkins Building at the Martin Luther King Jr Medical Campus (1720 East 120th Street, Los Angeles) under specification 7974, with bids due August 6, 2026 at 11:00 a.m. A mandatory pre-bid conference and site visitation are scheduled for July 7, 2026 at 10:00 a.m. at the project site. The County has established a 25% Community Business Enterprise (CBE) participation goal; bidders must meet this goal or document good faith efforts to utilize CBEs.

The scope encompasses furnishing all materials, labor, and equipment to complete building demolition, including geotechnical investigations, environmental impact reports, asbestos and lead surveys, and make-ready plans prepared by RBB Architects, Inc. The successful bidder must prepare a Detailed Network Construction Schedule and Schedule of Values as pre-construction deliverables; the County will issue a $10,000 payment for these documents to be deducted from the overall construction contract base bid.

The project is subject to the Countywide Community Workforce Agreement, requiring a Local and Targeted Worker Hire Program with mandatory 30% local resident participation and 10% targeted worker participation, plus a mandatory Jobs Coordinator. The contract is subject to prevailing wage requirements, performance and payment bonds, and compliance with County policies including zero tolerance human trafficking, fair chance employment hiring practices, and the Integrated Pest Management Program.

Bid security of 10% of the bidder's bid price is required in the form of cash, certified check, cashier's check, or bid bond from a California-admitted surety. Electronic bids must be submitted through BidExpress with public bid opening and declaration at 2:00 p.m. on August 6 via online webcast. The first, second, and third apparent lowest bidders must submit contractor and subcontractor Department of Industrial Relations registration, noncollusion affidavits, criminal conviction disclosures, labor law compliance certifications, and safety records within specified timeframes. Direct questions to Ms. Ivonne Pena at (626) 458-2585 or ipena@pw.lacounty.gov.
