About this opportunity

Mt. San Antonio College is seeking qualified consultants to provide Materials Testing and Geotechnical Soils Engineering Services through a Request for Qualifications (RFQUAL) for an initial one-year period from July 2025 through July 2026, with potential extensions for up to four additional one-year periods. The procurement is specifically for on-call professional services within Los Angeles County, California, focusing on materials testing (including structural steel, reinforcing steel, and masonry testing) and geotechnical soils engineering services (such as geotechnical investigations, soil testing, and site evaluations). Proposals must be submitted electronically via OpenGov by June 3, 2025, with a mandatory pre-proposal meeting scheduled for April 21, 2025. The evaluation process will utilize a points-based scoring system across six key criteria: proposal completeness, proposer experience, references, staffing and organization, proposed fees, and appropriate professional licenses. Consultants will be expected to provide services for projects typically valued at less than $220,000, with the contract potentially starting September 1, 2025, subject to District Board of Trustees approval.

The contract will be subject to a Community Workforce Agreement (CWA) that requires contractors to provide separate pricing for CWA and non-CWA projects, with a goal of having 30% of construction labor hours performed by local residents, veterans, and student graduates. While no specific set-aside designations are explicitly mentioned, the district emphasizes labor compliance, prevailing wage requirements, and DIR (Department of Industrial Relations) registration for all contractors and subcontractors. Significant financial penalties exist for non-compliance, including $50 per calendar day for wage rate violations and potential denial of bidding rights. The district reserves the right to award multiple contracts and apportion requirements among consultants, with no minimum work guaranteed. Contractors must comply with extensive labor regulations, including maintaining specific apprentice-to-journeyman ratios, submitting monthly certified payroll records, and verifying DIR registration for all subcontractors. Insurance requirements are comprehensive, with minimum coverage amounts specified for various policy types, and the total contract value is expected to be determined on a project-by-project basis through specific Project Assignments.
