About this opportunity
The City of Frisco, Texas, located in Collin County, is issuing a Request for Qualifications (RFQ) for on-call materials testing services to support various municipal construction projects involving roads, pipelines, and utilities. The scope of work encompasses soil, gravel, and subgrade testing; asphalt testing; concrete testing; exploratory drilling testing; and miscellaneous testing services. Qualified firms must submit qualification statements limited to 20 pages (excluding cover letters, resumes, sample reports, and required forms) that demonstrate organizational structure, project manager qualifications, relevant project experience, state registrations and laboratory accreditations, testing service descriptions with average completion times, at least three sample testing reports, and a list of relevant projects with client references. Evaluation will be based on ability to provide services (35 percent), qualifications of personnel including licenses and accreditations (25 percent), project management approach and quality control procedures (20 percent), and experience with relevant Dallas/Fort Worth Metroplex projects (20 percent). Pre-bid questions must be submitted by March 10, 2026 at 4:00 PM Central Time, with qualification statements due by March 17, 2026 at 2:00 PM Central Time via hard copy delivery to the City of Frisco Purchasing Manager at 6101 Frisco Square Boulevard, Frisco, Texas 75034, or electronically through the Bonfire platform. A selection committee from the Engineering and Purchasing departments will review all submissions, and top-ranked firms may be invited to interview with final contract negotiation and City Council approval anticipated by May or June 2026.
The RFQ does not specify any set-aside designations or restrictions limiting responses to particular types of organizations or disadvantaged enterprises; however, selected consultants must maintain general liability insurance of $1,000,000 per occurrence and $2,000,000 aggregate, professional liability insurance of $1,000,000 per claim and $2,000,000 aggregate, and statutory workers compensation insurance. No incumbent vendors or current contractors are identified in the procurement documents. The contract will be awarded for an initial one-year term with options to exercise up to four one-year renewals, with the agreement terminating no later than June 2, 2031, and the City reserving the right to cancel with 30 days' notice. The total not-to-exceed compensation is $500,000.00 for the entire initial five-year contract period covering all authorized task orders. The City of Frisco is exempt from federal and state taxes and will not reimburse tax charges included in proposals.
