About this opportunity

St. Charles County Government in Missouri is requesting bids on material testing services for the West Meyer Road Improvement Project under IFB 26-098, with bids due August 19, 2026 at 10:00 a.m. at the St. Charles County Administration Building. All testing personnel must maintain MoDOT certification, a hard eligibility requirement that filters who can perform the work.

The scope comprises soil and base rock testing (density, gradation, plasticity index, and compaction), asphalt testing (gradation, AC content, 4-inch core compaction, and deleterious content), and concrete testing (aggregate gradation and deleterious content). The County anticipates approximately 3 soil density control curve tests, 300 soil compaction tests for subgrade fill, 330 final subgrade compaction tests, 330 rock base compaction tests, and hundreds of additional asphalt and concrete test events. Contractors must provide 24-hour notice before reporting to the job site and submit bi-weekly written reports; the County reserves the right to terminate for failure to respond within 24 hours to testing requests on more than two occasions within any 30-day period or for use of unqualified personnel.

The contract term is approximately twelve months, with project completion anticipated by August 31, 2027, and a Notice to Proceed expected on or about August 24, 2026. Pricing shall be submitted on a per-test unit basis, with all incidental costs including mileage, equipment, clerical work, and reporting included in unit prices. All bids must remain firm for ninety days. Contractors must provide a 100% Performance and Payment Bond if project value exceeds $50,000, maintain Workers' Compensation insurance with statutory limits, and carry automobile and general liability insurance with minimum coverage of $1,000,000 per person and $3,000,000 per occurrence. Contractors must enroll in E-Verify and provide a notarized affidavit affirming no knowingly employed unauthorized aliens. Missouri's Domestic Products Procurement Act applies to bids valued at $25,000 or more. The County will award to the lowest responsive, responsible bidder.
