About this opportunity

The Commonwealth of Kentucky Transportation Cabinet (KYTC), Division of Purchases, is issuing a Request for Bid (RFB) for mat and towel rental services to support operations in Franklin County across multiple KYTC divisions and facilities. The procurement seeks bids for treated floor mats in various sizes (3ft x 4ft, 4ft x 6ft, and 3ft x 10ft in blue finish, with optional specialty finishes in Cabot Gray and Walnut), roll towels, cloth shop towels, print towels, wet and dust mops in multiple sizes, fender covers, hand cleaner, and disposable rags to be delivered on weekly or bi-weekly schedules to ten delivery locations including the Main Office, C-1 Garage, Equipment Warehouse, Salvage Yard, Fabrication Building, and multiple divisional facilities. Quantities requested are estimates only, with examples including 69 units of 3ft x 4ft mats, 5 units of 4ft x 6ft mats, 20 units of 3ft x 10ft mats, and 100 cloth shop towels distributed across the various locations. The contract period runs from January 1, 2026, through December 31, 2026, with four optional one-year renewal periods available subject to written approval from both the vendor and KYTC. All bids must be submitted electronically through the Kentucky Vendor Self Service (VSS) portal by December 11, 2025, at 1:30 p.m. Eastern Time, with an anticipated award date of December 17-19, 2025; vendors must be pre-registered in the Kentucky eProcurement System prior to submission, and written questions were due by November 18, 2025, at 1:30 p.m., with responses posted by November 19, 2025. Award will be determined on a best-value basis with 95 points allocated to price (lowest bidder receives maximum points) and 5 points allocated to response time in calendar days, with all bids remaining valid for ninety days following the closing date. The successful bidder must maintain General Liability Insurance with limits of $1,000,000 per occurrence and Kentucky workers' compensation insurance, provide certificates within ten days of award notice, and accept a 1% daily deduction from invoices for deliveries exceeding the contracted response time, except for delays beyond the vendor's control; pricing shall be firm and fixed for the initial twelve-month period with no increases permitted during this time, though price increases may be requested thereafter with industry-wide justification and thirty days' notice, while price decreases must be reflected immediately.

Kentucky resident bidders are eligible to receive reciprocal preference equal to preferences granted by nonresident bidders' home states, and qualified bidders including Kentucky Industries for the Blind and nonprofit agencies for individuals with severe disabilities receive a 15 percent preference in the award decision. All deliveries are on an F.O.B. Destination Freight Prepaid basis, with the vendor responsible for all freight charges and filing of freight claims; vendors must also submit required affidavits regarding resident bidder status, qualified bidder status, employee compliance, and subcontractor information as specified in the solicitation. No incumbent vendors or current contractors are identified in the solicitation documents; however, the Commonwealth reserves the right to reduce contract hours under budget balancing measures and to extend the contract to other state agencies and political subdivisions with vendor consent. The solicitation documents do not specify an overall contract value or budget range; however, the evaluation is based on firm fixed pricing for goods and services delivered over a twelve-month period with estimated quantities provided. Interested vendors should reference RFB 605_2600000225 when submitting responses and may contact the Customer Resource Center help desk at Finance.CRCGroup@ky.gov, 502-564-9641, or toll-free at 877-973-4357 for submission assistance through the VSS system.
