The scope includes fuel sampling and testing, fuel polishing, fuel treatment, water and sediment removal, and fuel delivery and tank refilling for approximately 32 generators and fuel tanks across multiple City locations on an as-needed basis. Standard deliveries must be completed within two consecutive business days after receipt of a purchase order. Pricing proposals must itemize all costs including fuel sampling and testing rates, fuel polishing hourly rates and per-100-gallon charges, fuel treatment additive costs, water removal rates per gallon, and delivery charges. Fuel prices must equal or less than current State Contract pricing, based on an estimated average of 10,000 gallons of fuel per year.

The contract term allows for an initial term with renewal options up to a maximum of five years. Proposals will be evaluated on Corporate Background and Experience (20 points), Firm Financial Stability (20 points), Project Understanding (20 points), Project Approach (15 points), Team Firm Experience (10 points), and Proposed Cost (15 points), with up to five additional points available for interviews or demonstrations.

Written questions are due September 30, 2026, with City responses anticipated October 7, 2026. The evaluation meeting is anticipated for October 29, 2026, and selection is tentative for November 5, 2026. Proposers must submit one signed original, one electronic PDF version on a USB Flash Drive, and three copies of the complete proposal, along with detailed financial statements, corporate background with three references, and cost itemization. All proposals become the property of the City and are subject to North Carolina public records laws.
