About this opportunity

The Bulloch County Board of Commissioners is seeking proposals from qualified professional consultants to develop a comprehensive Master Facilities Plan. The objective is to assess the county's existing facilities, prioritize improvement needs, and provide recommendations for utilizing, recommissioning, or decommissioning facilities to accommodate projected population and business growth. The expected deliverables include technical reports on facility conditions and space/programming needs, as well as a final Master Facilities Plan and Work Program. Prospective firms must submit all necessary supporting documents, with no electronic submissions accepted. A voluntary vendor's conference is scheduled for November 21, 2023, and proposals are due by December 19, 2023. The consultant selection will be based on a two-step process evaluating the technical proposal and then the pricing proposal, with the contract awarded to the most responsive and cost-effective vendor.

The RFP does not mention any set-aside designations or restrictions on the types of organizations that can respond. It also does not list any incumbent vendors or current contractors. The award for this project was made to Pond and Company for $287,950.00, but the RFP documents do not provide a budget range or indicate whether there is a hard or soft budget cap. The county plans to utilize various financing tools, including SPLOST funds, to fund future facility needs, which may include a new judicial complex, jail pod, and indoor recreation center.
