About this opportunity
The Port Authority of New York and New Jersey is seeking to award multiple Master Agreements for general construction services on a work-order basis for the John F. Kennedy Redevelopment Program, with qualification statements due October 30, 2026. The Authority will pre-qualify multiple firms to compete for individual work orders; only firms holding an executed Master Agreement will receive requests for bids on future Work Orders.
Range A (up to $2.5 million) is a Small Business Enterprise set-aside only. Ranges B ($2.5 million to $25 million) and C (greater than $25 million) are open to all firms. The scope encompasses general site work, demolition, abatement, surveys, grading, paving, drainage, structural steel and concrete, taxiway and apron work, fuel systems, airfield lighting, building rehabilitation, HVAC, electrical systems, fire protection, and masonry.
Range A requires a minimum of two years of construction experience on contracts of at least $500,000. Ranges B and C require five years of experience on projects of $10 million and $25 million, respectively. All ranges must provide bonding capacity letters from Treasury-approved sureties. Respondents must submit a Background Qualification Questionnaire, safety records including Experience Modification Rates for the past three years, financial statements, and documentation of past performance on Port Authority contracts. Performance and payment bonds may be required for individual work orders.
The Port Authority mandates a 20 percent Minority Business Enterprise participation goal and a 10 percent Women-Owned Business Enterprise goal on all work orders. Local business enterprises within designated Tier 1 zip codes in Queens and parts of Nassau County are encouraged to apply, particularly for Range A opportunities.
The anticipated Master Agreement duration is five years with two one-year extension options. The Port Authority estimates total work to be awarded under all work orders at approximately $200 million. Work is performed at the JFK facility in New York County. Award of each work order will be made to the responsible firm submitting the lowest responsive bid, unless otherwise stated in the request for bid.
