About this opportunity

The State of Maine is requesting bids on a Master Agreement for LL Bean Trail Model raingear or approved equivalents, with bids due November 19, 2012. Bidders must submit samples and a notarized State Purchasing Code of Conduct Affidavit by the bid opening date; the affidavit requires bidders and all suppliers at assembly points to certify compliance with wage, health, labor, environmental, safety, and discrimination laws, and to prohibit forced labor, child labor, and human-rights abuses.

The scope includes raingear jackets and pants in Loden Green for jackets (model numbers 268316, 168316, 268317) and black for pants (model numbers 268268, 268269), available in sizes small through 2-XLarge in both regular and tall fits. The estimated annual quantity is approximately 100 units, though orders may be placed for single units. The contract period runs through November 30, 2013, with two optional one-year renewals.

Pricing must be net, firm for the contract duration, and include all transportation charges on an FOB destination basis. The State reserves the right to reject any or all bids and to consider approved equivalents and alternates. The successful contractor must inspect all garments before shipment and repair or replace defective items at no cost; delivery must occur within 10 working days of order receipt. The State will award to the lowest-priced bidder whose bid fully meets specifications and offers best value. All bids must be submitted through the Vendor Self Service system with questions posted at least 48 hours before the deadline. The contract is subject to a 1% anti-sweatshop fee on the total contract amount, payable within 30 days of purchase order execution or within 30 days of each calendar quarter. The State accepts the Maine Procurement Card with no surcharges allowed and reserves the right to cancel the contract with 30 days' written notice or immediately for non-conformance.
