About this opportunity
The State of Maine, Division of Purchases, is soliciting quotes for a Master Agreement for Fire Hose with quotes due September 27, 2010 at 2:00 p.m. local time. A preference for in-state bidders or vendors offering Maine-manufactured commodities and services applies where tie quotes arise.
Electronic submission is required through the State's Vendor Self Service (VSS) system, AdvantageME. Questions must be submitted through the Question and Answer link on the Solicitation Details View page and are accepted up to 48 hours prior to bid closing. Vendors must monitor the system for posted questions and answers throughout the open period.
Unit prices must be submitted separately for each item unless otherwise specified. Bidders may submit alternate commodities with complete descriptive literature and identification. Delivery terms and cash discounts (those of 20 days or more only) must be specified and will be considered in award determination. All transportation charges are the contractor's responsibility unless otherwise specified.
Awards will be made to the lowest responsible bidder offering best value to the State, considering quality, conformity to specifications, delivery dates, and overall cost. In the event of tie quotes, preference is given to in-state bidders or those offering Maine-manufactured commodities and services; if ties persist, resolution occurs by factors serving the State's interests or by drawing of lots. The State reserves the right to reject any or all quotes, adjust ordered quantities by up to 10 percent, and procure from alternative sources if the contractor defaults, with excess costs charged to the contractor. The State is exempt from Federal and Maine State sales and use taxes; quotes should exclude these amounts. If hazardous chemicals are supplied, current Material Safety Data Sheets as required by Maine law must be included.
