About this opportunity

The State of Maine Department of Administrative and Financial Services, Office of State Procurement Services, is requesting quotations for chronic wasting disease testing services on behalf of the Department of Inland Fisheries & Wildlife to establish a master agreement, with quotations due September 29, 2026 at 4:00 p.m. Eastern Standard Time via the Advantage Vendor Self Service electronic procurement system.

Vendors must be members of the National Animal Health Laboratory Network (NAHLN) and accredited by the American Association of Veterinary Laboratory Diagnosticians (AAVLD) — mandatory qualifications. All testing must utilize USDA-approved procedures. The scope covers laboratory analysis of cervid tissue samples using ELISA and immunohistochemistry (IHC) methods. Estimated annual usage includes 550 lymph node or obex samples from white-tailed deer and 50 obex samples from moose, with occasional submissions from other cervid species. Bidders must provide separate unit prices for ELISA testing of deer lymph nodes and IHC testing of deer or moose obex samples, along with delivery timeframes in calendar days for report issuance within six weeks of sample receipt.

The initial contract period runs November 1, 2026 through October 31, 2027, with four optional renewal periods extending through October 31, 2031. All quoted prices must include FOB Destination shipping, be guaranteed for a minimum of one year, and any price adjustments require sixty days' notice and supporting manufacturer documentation. The State is exempt from federal, state, and local taxes and will pay invoices on net 30 terms.

Award will be made to the lowest-priced qualified bidder on a best value basis. The State anticipates making one award, though it reserves the right to make multiple or no awards. Bidders must submit Appendix A (Bid Cover Page and Responsible Bidder Form), Appendix D (Municipality and Political Subdivision Participation Certification), Appendix E (Master Agreement Vendor Contact and Contract Signor Information), and pricing information in Appendix C format through VSS.
