About this opportunity

The State of Maine Department of Conservation, Inland Fisheries & Wildlife and Marine Resources is requesting quotes for Belleville pilot boots under a Master Agreement with quotes due May 4, 2011 through the Vendor Self Serve system.

The solicitation covers two waterproof combat and flight boot styles: Belleville 700 (non-insulated) and Belleville 770 (200g Thinsulate insulated), both featuring GORE-TEX fabric booties, VANGUARD running-shoe sole construction, and VIBRAM outsoles. Sizes range from 3 through 16 in narrow, regular, wide, and extra-wide widths, with 8-inch standard military height. Vendors may bid on alternative styles from Belleville or other manufacturers provided they meet stated requirements for waterproof construction and combat/flight boot functionality. Delivery must occur within 10 business days of order receipt, with the vendor responsible for inspecting all items before shipment to ensure specification compliance. Vendors must complete a notarized Code of Conduct Affidavit certifying workplace law compliance, labor and human rights standards, and prohibitions on forced labor, child labor, and discrimination; the affidavit must include the complete physical location of plants where boots are assembled.

The estimated contract quantity is approximately 10 pairs for the entire contract period, though the contract covers actual quantities ordered. Delivery addresses span 70 MaineDOT locations statewide. The contract period runs through May 31, 2012, with two optional one-year renewals. Prices must be net, fully prepaid, firm for the contract duration, and include transportation charges FOB destination. A 1% anti-sweatshop fee of the total contract or purchase-order amount applies to all apparel and footwear awards and must be paid separately within 30 days of purchase-order execution or quarterly for term contracts. The State accepts Procurement Card payment with no surcharges allowed and reserves the right to make a single award or split the award. Questions must be submitted through VSS at least 48 hours before the deadline. Award goes to the lowest responsible bidder meeting all specifications.
