About this opportunity

The Massachusetts Department of Agricultural Resources (MDAR) is seeking licensed veterinarians within the Commonwealth of Massachusetts to participate in the FY14 Mass Animal Fund Spay/Neuter Program. The program will use the Mass Animal Fund to offset the costs of spaying, neutering, and vaccinating homeless dogs and cats, as well as dogs and cats owned by low-income residents. Participating veterinarians must provide "one-stop shopping" services, including an initial exam, vaccinations, and surgery all on the same day, and be willing to schedule services within 30 days of a voucher recipient's request. Veterinarians must also have the capacity to complete up to 5 surgeries monthly and comply with reimbursement documentation requirements. The program will provide a flat-fee reimbursement schedule, with a $300 payment for a small dog (50 lbs.) spay. The initial contract duration is two years, with two one-year renewal options at the Department's discretion. The estimated value of the procurement is approximately $80,000-$100,000.

This opportunity is open to licensed veterinarians within the Commonwealth of Massachusetts, and there are no set-aside designations or restrictions on the types of organizations that can respond. The Department is not aware of any incumbent vendors or current contractors, and there is no existing infrastructure or technology that requires integration. Proposals will be accepted on an open basis, and successful applicants will be added to a master agreement to participate in the program. Veterinarians must be willing to assist in advocating for clients to contribute to the Mass Animal Fund tax check-off.
