About this opportunity
The Massachusetts Department of Transportation is posting a Due Diligence notice of intent to accept a best value offer from Travelers Marketing of Natick, Massachusetts for road safety communications services, with competitive responses due July 28, 2026 at 2:00 p.m. and questions due July 21, 2026 at 5:00 p.m. This is a best value procurement posted under MassDOT's Due Diligence Posting policy rather than a full competitive solicitation; MassDOT will accept the Travelers Marketing offer unless responding vendors demonstrate comparable or superior value.
Travelers Marketing will lead the Road Safety Communications Program across four Regional Planning Agency areas in Massachusetts, each with distinct safety topics: teen distracted driving (Franklin Regional Council of Government), speeding and micromobility on shared use paths (Pioneer Valley Planning Commission), older driver and pedestrian safety (Cape Coat Commission), and rural road speeding (Pioneer Valley Planning Commission). Services include community engagement sessions, campaign concept and messaging development, media and marketing coordination, campaign implementation, and program assessment reporting.
The contract term is 24 months with an additional 6-to-9-month evaluation period. The contract value is $400,000 over the 24-month performance period. All submissions must be made electronically through COMMBUYS. Interested vendors responding to the due diligence posting must document their qualifications and ability to provide comparable or superior value. MassDOT will review all responses and determine whether to accept the Travelers Marketing offer, accept an offer from another vendor, accept offers from multiple vendors, or withdraw the notice. Standard MassDOT terms and conditions, including six-year record retention, compliance with Massachusetts General Law Chapter 66A for personal data protection, indemnification provisions, and termination-without-cause rights, apply to all awards.
