About this opportunity

The Massachusetts Department of Transportation is accepting quotes on a best-value basis for an ALPHA II FT-IR spectrometer from Bruker Scientific LLC, with quotes due July 23, 2026 at 2:00 PM. This is a due diligence notice of intent to accept a single-source offer; MassDOT will determine after the deadline whether to accept Bruker's offer, withdraw the notice, accept a competing vendor's offer, or select from multiple vendors offering comparable value.

All interested vendors must register with COMMBUYS to submit quotes and maintain active accounts if awarded. Required submissions include a Prompt Payment Discount Form, W-9, Contractor Authorized Signatory Listing, and compliance with MassDOT Standard Contract Forms and Required Specifications. The spectrometer will support the FHWA Technology Transfer program and MassDOT's project on 3D printing of ultra-high-performance concrete for automated construction and repair of resilient transportation infrastructure.

The ALPHA II is a compact bench-top FT-IR spectrometer with a permanently aligned RockSolid interferometer (10-year guaranteed lifetime), diode laser calibration system (10-year longevity), and temperature-controlled DLaTGS detector. The spectral range is 350–8,000 cm⁻¹ with standard KBr beamsplitter or 500–6,000 cm¹ with optional high humidity ZnSe optics. Signal-to-noise ratio exceeds 55,000:1 at one-minute measurement and 4 cm⁻¹ spectral resolution. The system includes OPUS software, an Internal Validation Unit with integrated reference materials, PermaSure Performance Assurance, and PerformanceGuard System Diagnostics. The spectrometer meets Good Laboratory Practice requirements and offers validation options for cGMP/GMP compliance, including 21 CFR Part 11 compliance.

The contract term is one year with no renewal options. Prompt payment discounts are required unless vendors demonstrate undue burden; the Commonwealth may use discount terms in award decisions. Technical assistance is available through the COMMBUYS Help Desk Monday through Friday, 8:00 AM to 5:00 PM Eastern Time.
