About this opportunity

The University of Wisconsin-Madison is seeking licensed massage therapists to provide services for its Recreation and Wellbeing department through a competitive Request for Proposal (RFP) process. The contract will cover massage therapy services to be delivered at the Natatorium and Nicholas Recreation Center, targeting UW-Madison students with potential expansion to faculty, staff, alumni, and community members. Services will be offered in 60-minute sessions across extended hours: Monday through Friday from 8:00 a.m. to 8:00 p.m., and Saturday and Sunday from 9:00 a.m. to 12:00 p.m. Mandatory requirements for proposers include Wisconsin massage therapist licensure, operation as a separate business entity with a unique tax identification number, and a minimum of three years' professional experience. The evaluation criteria will allocate 1,000 total points across four categories: 100 points for experience and specialties, 200 points for availability, 300 points for training and certifications, and 400 points for cost. Proposals scoring fewer than 300 points on technical sections will be ineligible for cost evaluation. The RFP timeline includes a proposal due date of November 15, 2019, at 2:00 PM CST, with potential oral presentations during the week of November 18-22, 2019, and award notification expected on December 4, 2019.

Certified minority business enterprises and disabled veteran-owned businesses may receive a 5 percent scoring preference in the evaluation process. The University currently contracts with three licensed massage therapists through University Health Services at $40 per 50-minute session and seeks to expand service hours and duration. The University will provide infrastructure including private space, massage tables, client management systems, linens, laundry services, and an iPad, while requiring therapists to supply their own massage oils, music, and handle parking and linen preparation. The initial contract term will run from January 1, 2020, through December 31, 2020, with automatic renewal for four additional one-year terms unless either party provides 60 days written notice of non-renewal. Contract award is contingent upon successful criminal background check clearance, and selected therapists must maintain professional boundaries, obtain annual client consent, and complete progress notes for each visit. Proposers must submit two hard copies of their completed proposal in a sealed envelope to Purchasing Services, with prices and terms remaining firm for sixty days from the proposal date.
