About this opportunity

The Massachusetts Trial Court, Office of Court Management, Facilities Management & Capital Planning, is soliciting proposals for comprehensive snow and ice management services at Trial Court facilities statewide, with proposals due September 18, 2026 at 12:00 PM and written questions due September 10, 2026.

The contract is organized into geographic service clusters within five Trial Court regions; proposers may bid on one or more clusters. Awards will be made to the lowest responsible and eligible bidder for each cluster on an individual basis, though the Trial Court may consolidate adjacent clusters to a single contractor if operationally advantageous. The initial contract term is 32 months from November 1, 2026, through June 30, 2029, with two optional one-year renewal periods exercisable solely by the Trial Court.

Scope includes snow plowing, ice treatment, pretreatment, sidewalk and stair clearing, snow relocation, and off-site hauling as needed. Pricing shall be based on hourly equipment rates (including operator and fuel) plus separate parking-lot salting and treatment prices, calculated by cluster and facility, with any minimum authorized trip charges specified by proposer.

Proposers must demonstrate at least three years of relevant snow and ice management experience and adequate staffing and equipment capacity to manage simultaneous statewide events. Required insurance includes Commercial General Liability ($1,000,000 per occurrence / $2,000,000 aggregate), Automobile Liability ($1,000,000 combined single limit), Workers' Compensation at statutory Massachusetts limits with Employers' Liability ($500,000 each accident), and Umbrella/Excess Liability ($2,000,000 per occurrence and aggregate). The Commonwealth and Trial Court must be named as additional insureds. Site visits may be conducted on a cluster basis; mandatory or optional status will be confirmed in final posting. All contractors must accept Commonwealth Terms and Conditions without modification, including prevailing wage compliance and the Supplier Diversity Program if applicable to annual contract value.
