About this opportunity

The Commonwealth of Massachusetts, through the Executive Office of the Trial Court (EOTC), is seeking proposals from qualified vendors to provide economic consulting services to assist with the federally required review of the Massachusetts Child Support Guidelines. The selected vendor must be knowledgeable in population and family economics, data analysis, and policy formulation, and will be responsible for gathering and analyzing economic data on the cost of raising children in Massachusetts, comparing the current Child Support Guidelines to other jurisdictions, and preparing an interim/draft report and a final report. The vendor will also be required to present its findings to the Child Support Guidelines Task Force and the Chief Justice of the Trial Court. The initial contract term is 18 months with an optional 6-month renewal at the EOTC's discretion. The EOTC will evaluate proposals based on the vendor's technical approach, references and experience, and pricing, which must not exceed a fixed fee of $70,000.

The procurement opportunity is open to all qualified vendors, and there are no set-aside designations or restrictions on the types of organizations that can respond. The Commonwealth has not provided any information about incumbent vendors or current contractors, and the procurement does not appear to require any specific integration with existing infrastructure or technology. The Commonwealth has not specified a budget range, but has indicated the maximum contract value is $70,000.
