About this opportunity

The Commonwealth of Massachusetts, through the Executive Office of the Trial Court (EOTC), is seeking an economic consulting services organization or consultant to assist in its federally required review of the Massachusetts Child Support Guidelines. The selected vendor must be knowledgeable in population and family economics, data analysis, and policy formulation. The vendor will gather information and analyze data on the current cost of raising children in Massachusetts and compare it to the existing Child Support Guidelines. The vendor must be present at the 2024-2025 Child Support Guidelines Task Force meetings and submit an interim/draft report, present findings to the Chief Justice of the Trial Court, and provide a final report. The anticipated compensation for the resulting contract is a flat fee of $70,000, with one-half of the contract price paid upon submission and acceptance of the interim/draft report, and the remaining one-half paid upon submission and acceptance of the final report. The EOTC has established a maximum obligation of $70,000 for this contract, and responses must not exceed that amount. The initial term of the contract is 18 months, with one optional 6-month renewal period at the sole discretion of the EOTC.

The RFP includes a "No Contact Policy" that restricts vendors from having any oral or written communication regarding the RFP outside of the parameters specified, except as permitted. It prohibits vendor presentations or proposals to any Trial Court employee involved in the evaluation process. The RFP does not specify any set-aside designations or restrictions on the types of organizations that can respond. The Commonwealth of Massachusetts does not provide information about any incumbent vendors or current contractors, nor does it specify any existing infrastructure or technology that requires integration. The Commonwealth has not provided a budget range for this contract opportunity.
