About this opportunity
The University of Texas Health Science Center at San Antonio (UT Health San Antonio) is issuing Request for Proposal (RFP) 745-26-P27 for commercial masonry services to be performed on an as-needed basis across UT System member institutions in Bexar County. The scope of work encompasses building, maintenance, and repair of masonry structures including walls, columns, sidewalks, curbs, and slabs utilizing materials such as concrete, bricks, blocks, stone, and tile, with the University retaining the right to request either labor only or labor and materials from the contractor. Proposers must provide all supervision, labor, material, equipment, and tooling necessary to complete work in an expeditious, safe, and professional manner and must demonstrate a minimum of five years of commercial masonry experience, preferably with institutions of higher education or healthcare facilities. Pricing is structured as hourly rates for four labor categories (Supervision, Concrete Mason/Finisher, Brick/Block/Stone/Tile Mason, and Skilled Apprentice), plus a percentage factor for after-hours work, a markup rate for non-proprietary materials, and a minimum trip charge. Evaluation criteria are weighted as follows: cost of goods and services (50%), proposer's experience in masonry services for higher education and healthcare (20%), ability to perform services (10%), qualification of staff (10%), and exceptions to contract terms and conditions (10%). The question deadline is 5:00 p.m. on Friday, February 20, 2026, with proposal and HUB Subcontracting Plan submissions due by 3:00 p.m. on Tuesday, March 3, 2026; no pre-submittal conference, site visit, or public opening are scheduled. The initial contract term is two years commencing April 1, 2026, and expiring March 31, 2028, with the possibility of two additional one-year renewal terms at the University's discretion.
This procurement includes Historically Underutilized Businesses (HUB) program requirements as a threshold criterion, and all proposers must submit a completed HUB Subcontracting Plan concurrent with their proposals demonstrating commitment to HUB participation through either Method A or Method B good faith effort approaches. The agreement requires successful contractors to track and report both first-tier and second-tier subcontractor payments monthly via a Progress Assessment Report (PAR) to ensure ongoing compliance with the subcontracting plan throughout the contract term. Winning contractors must maintain comprehensive insurance coverage including professional liability ($1,000,000 to $5,000,000 depending on project cost), commercial general liability ($1,000,000/$2,000,000), and workers' compensation at statutory limits. Payment terms follow the Texas Prompt Payment Act with net 30-day terms via electronic funds transfer, and the University is exempt from sales and use tax. The overall maximum contract value is indefinite but shall not exceed $5,000,000 without prior Board of Regents authorization, with specific project fees established through individual "Authorizations to Commence Work" issued by the University on an as-needed basis. The University reserves the right to award to multiple contractors, reject all proposals, or re-solicit if deemed in its best interest.
