About this opportunity

The Orange Water and Sewer Authority (OWASA) in North Carolina is seeking professional and engineering services for the Mason Farm WWTP Bridge Rehabilitation project through a Qualification-Based Selection process. The project involves designing and permitting rehabilitation and scour remediation for a single-lane, cored slab bridge with two 30-foot spans crossing Morgan Creek, which serves as the sole access to the Mason Farm Wastewater Treatment Plant. Key deliverables include developing construction drawings, preparing and submitting permits from Federal, State, and Local agencies, assisting with bidding and construction award recommendations, and providing construction phase services such as contractor monitoring and compliance verification. Submissions must be limited to six pages and submitted in PDF format by December 16, 2025, at 2:00 p.m. EST, with questions due by December 10, 2025. Evaluation criteria will focus on project team qualifications, experience with similar bridge repair projects, team documentation, proposed project approach, and project schedule. OWASA intends to select a firm within three weeks of receiving responses, with a projected Notice to Proceed date of February 6, 2026.

While no specific set-aside designations for disadvantaged enterprises are mentioned, the RFQ requires all vendors to comply with North Carolina's E-Verify requirements, Iran Divestment Act, and Companies Boycotting Israel Divestment Act. Consultants must provide non-collusion affidavits and conflict of interest certifications. Insurance requirements are comprehensive, including General Liability ($1,000,000), Automobile Liability ($1,000,000), Workers' Compensation and Employers' Liability ($1,000,000), Professional Liability ($1,000,000 annual aggregate), and Excess/Umbrella Liability ($4,000,000). The compensation structure will be negotiated with the selected firm and may be structured as a lump sum or not-to-exceed hourly billing arrangement. While a specific project budget is not disclosed, the detailed insurance and compliance requirements suggest a significant and complex infrastructure project. The contract will be awarded based on qualifications rather than price, with the compensation terms to be established in the standard design services agreement.
