About this opportunity
The City of Seguin is requesting sealed bids for Martindale-Strempel Roadway Improvements construction, with bids due August 18, 2026 at 3:00 p.m. through BidNET and a non-mandatory pre-bid conference on August 4, 2026 at 10:00 a.m. at Seguin City Hall. The project is governed by Texas Government Code Chapter 2269 and Local Government Code Chapter 252, and includes Davis-Bacon Act prevailing wage compliance — a standard federal-nexus requirement for public works.
The scope encompasses right-of-way preparation, asphalt pavement demolition and reconstruction (approximately 1,913 tons Type-C HMA and 1,655 tons Type-D HMA), concrete sidewalks (2,012 square yards), concrete curb and gutter (3,519 linear feet), storm drain facilities, water main installation (1,896 linear feet of 12-inch PVC), and sanitary sewer lines (567 linear feet of 8-inch and 674 linear feet of 12-inch PVC). Excavation totals 9,981.43 cubic yards for roadway and 7,063 cubic yards for channels. Comprehensive testing, quality control, environmental protection, stormwater and erosion management, and traffic coordination are required. The contractor must also verify compliance with statutory certifications including no boycott of Israel, no business with Iran or Sudan, and no discrimination against firearm entities.
The estimated construction budget is $6 million. The contract term is 210 consecutive calendar days from notice to proceed (mid-September 2026), with substantial completion targeted for April 2027. City Council approval is anticipated September 1, 2026.
Bids will be evaluated using "best value" criteria under Texas Local Government Code Section 252.043, considering price, bidder experience and reputation, quality of goods and services, safety record, proposed personnel, and financial capability. Each bid requires a bid bond, certified check, or cash equal to 5 percent of the bid amount. Questions must be submitted through BidNET by August 7, 2026, with final addenda issued by August 13, 2026. Bid documents and drawings are available at www.bidnetdirect.com.
