The contract is a one-year professional services engagement with one optional one-year renewal at the City's sole discretion, structured on a cost-reimbursement basis with payment within 30 calendar days of correct, complete invoices.

Wage floor requirements for general services contracts exceeding $50,000 apply, currently $23.06 per hour under Dallas City Council Resolution 15-2141. Applicants must submit a Business Information Form (OPS-02), Conflict of Interest Policy and Questionnaire, Statement of Insurability, Local Participation & Workforce Impact Form, and Suspension Debarment Form.

The City will conduct a two-step selection process: Step One develops a shortlist from SOQ analysis; Step Two requires selected firms to respond to a subsequent RFP with cost proposals and schedules. Funding sources include Congressional Project appropriations, Community Development Block Grant planning and administration funds, General Fund or Capital Program allocations, General Obligation Bond Program funds, and other City-authorized planning or philanthropic grants, contingent on City Council approval and annual budget appropriation. Qualifications and preproposal meeting details and subsequent vendor presentation timing and location will be communicated to respondents. Applications must be submitted electronically through Bonfire by 1:00 PM CST on the close date.
